Program Buyer IV

General Description
Program Buyer IV support purchasing activities relating to sourcing and services for all programs. Ensure purchasing support to supplier quality activities is adequate and provide guidance to buyers for purchasing related activities.
Key Roles and Responsibilities
1. Provide communications to new program suppliers regarding design changes, set expectations and timing related to manufactured parts and components.
2. Provide internal feedback of new program suppliers overall performance & compliance with SL requirements and maintain supplier matrix
3. Lead launching activities for suppliers including MRD, Validation, Launching, and overall program timing.
4. Lead evaluation and report product cost changes after sourcing through initial production.
5. Lead supplier VA/VE process.
6. Monitor new material labeling and packaging specification to SL standards, ensure supplier submissions to SQE. Monitor internally and externally to ensure on time delivery & compliance of product identification for pre-production and production components.
7. Monitor and evaluate inventory to support preproduction build requirements.
8. Maintain document records for TS16949, NAFTA, and other customer specific requirements.
9. Issue RFQ’s based on sales and program team requirements.
10. Review and recommend sourcing plans for new programs and potential re-sourcing of current programs with SL management team.
11. Manage documentation for new program tooling and developing costs related to outsourced product.
12. Lead in design review on purchasing perspective and propose recommendations to select proper components
13. Mentor junior level to cultivate commodity and purchasing knowledge
14. Work is highly independent.
15. Purchases materials, supplies and services at the most favorable terms for the organization
16. Qualifies vendors, evaluates bids, and negotiates prices and terms for purchased goods and services
17. Tracks purchases, monitors vendor quality, and maintains a current database of vendor information
18. Generally independent and collaborative in nature
19. Contributes to moderately complex aspects of a project
20. May be responsible for checking and guiding the work of lower-level buyers
21. Contributes complexity to technical and business matters
22. Work is highly independent
23. May assume a team lead role for the work group
24. Research price changes of the components and materials from the market
25. Report the result and appropriate price to Team Lead if necessary.
26. Keep searching an eligible suppliers
27. Follow the responsibilities in the internal company’s program management system
Job Requirements
Work Experience and Education
1. 8-10 years’ experience in automotive materials or purchasing
2. Previous purchasing or materials experience desired, preferably in an automotive environment.
3. May require a bachelor’s degree or its equivalent
Knowledge Skills and Abilities:
1. 8-10 years’ experience utilizing various Microsoft based programs and or MRP programs
2. Excellent interpersonal skills.
3. Ability to analyze complex data.
4. Ability to work with various disciplines
5. 8-10 years evaluating logistics and supply chain data.
6. Strong communication skills.
7. Strong Problem solving ability.
8. 8-10 years’ experience in negotiation skills.
9. Completing project assignment
10. Excellent understanding on LED properties
11. Ability to lead negotiations
12. Ability to lead lean manuf. or VA/VE activities
13. Ability to manage gate reviews
14. Statistical Analysis Skill for quantitative analysis
15. Improving purchasing and commodity concepts
